A concert disaster waiting to happen

HALIFAX chief administrator Wayne Anstey has fallen on his sword to atone for the loss of $359,550 in unauthorized payments that he made last July to keep two city-subsidized concerts from being cancelled and costing the city even more money.

Mayor Peter Kelly is fighting off calls for his own head, too. First because he didn’t question Mr. Anstey’s decision or tell council about it. And second because he signed a contract that permitted $1.85 million in earlier advances from ticket sales to promoter Harold MacKay’s company, Power Promotional Events Inc. That financing deal, like Mr. Anstey’s payment, contravenes a city charter prohibition on giving grants and subsidies to for-profit entities.
